Venezuelan President Nicolás Maduro has launched Operation Luisa Cáceres de Arismendi, a new military deployment in the country’s eastern region intended to reinforce territorial defense and safeguard national sovereignty.

Maduro made the announcement during his weekly program Con Maduro+ on Monday, October 6, joined by the High Military Command. The initiative follows a series of command, control, and communication exercises carried out by the Bolivarian National Armed Forces (FANB) over the weekend.
The president described the move as part of a “broad national consensus” to defend peace and sovereignty. “We defend peace and life; others may defend war and death,” he said.
According to official information, the operation focuses on the eastern and insular territories, particularly Nueva Esparta state and its surrounding islands—Margarita, Coche, and Cubagua. General Domingo Hernández Lárez, head of the Strategic Operational Command (CEO-FANB), stated that the exercises began at 6:00 a.m. “in strict compliance with the orders of the Commander-in-Chief, Nicolás Maduro.”
The operation is reported to be “fully underway,” involving a comprehensive military presence “exercising sovereignty, protecting our country, and consolidating peace.”
Maduro emphasized the coordination between the armed forces and civilian sectors, describing it as a “special symbiosis” that reflects recent popular mobilizations held across the country under the slogan ‘Win peace, defend life, defend sovereignty.’
He also reaffirmed the Doctrine of Integral Defense of the Nation, which he said is guided by two strategic lines: preparation for prolonged popular resistance and the maintenance of a permanent offensive initiative. “Our military defense doctrine is the most pertinent and correct, the most advanced on this continent,” Maduro said, adding that it is rooted in “our principles, our values, our character to face difficulties.”
The president concluded by expressing his “absolute confidence in our people and in the popular–military–police unity,” asserting that “whatever the U.S. empire does, we will emerge stronger and more powerful.”
